You can bundle the files directly using Jar-in-Jar packaging, or you can list Resourceful Config as an external dependency on Modrinth or CurseForge.

The library supports three mod loaders: Fabric, Neoforge, and Quilt.
Supported game releases are exact. The mod works on Minecraft versions 26.3, 26.2, 26.1.2, 26.1.1, and 26.1. It's not verified for other game updates. Check that your game version matches one of these supported targets before adding dependent mods to your game setup.
